August 3, 1979 Director of Nuclear Reactor Regulation ATTN; Mr. A. Schwencer, Chief Operating Reactors Branch #1 Division of Operating Reactors U.S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Sir:

Specification 4.2.3.1 of Appendix B to the Trojan Operating License (FOL),

NPF-1, outlines procedures to be followed if milk samplcs cannot be obtained as specified in Table 4-2 of Appendix B.

Hilk samples are currently required by Table 4-2 to be taken monthly from the Palmer Dairy, listed as Location 17.

This dairy is no longer operational and, from all indications, will

,t resume operations in the foreseeable future.

In accordance with Sections *.2.3.1 and 5.5.3(b) of Appendix B of the Trojan FOL, NPF-1, you are hereby advised that Tili samples are no longer being taken from this sampling location.

Although no suitable alternative to this site is currently available, PCE is maintaining a continual awareness of milk producing animals in the Trojan environs. Should the Palmer Dairy again become operational or should another suitable milk sampling site develop, PGE will initiate a sampling program from these locations as aoon as possible.

License Change Applica-tion 50, submitted to your office on March 15, 1979, corrects this discrep-ancy in our environmental radiation monitoring program. Should you have questions or concerns, please do not hesitate to centset me.

Sincerely,

,i&? umb
