Dear M r. Black:

I have your letter of June 28, '979. With respect to he risk of military aviation accidents, I must renew my request to the staff for up-dated information concerning accident f requency for the type of aircraf t operated from the Whidbey Island Naval Air S tation.

As you will recall, this aircraft is one which has a much higher accident f requency rate than that for the average of military aircraf t, due to the manner of its operation, if not its construction. The lcv l e ve l, all weather intruder mode of operation involves risks not attendant upon the operation of other military aircraf t. Since your letter does not represent that information concerning the accident risk rates for the EA6 aircraft is unavailable, and since I believe I recall f rom previous testimony in this docket that such accident i-formation is maintained by aircraft type, I mu s t assume that rhe inf ormation is either in staf f hands, or can be octained by the staff f rom the Navy.

A new point raised by your letter is the pcs sibili ty that the present aircraft types will be rep la ce . by the time the plants n question come into operation. We would appreciate it very much if the staf f would make full inquiry of the Navy regarding the number, ty pe and mode of operction of aircraft which may replace the existing aircraft at the Whidbey Island Naval Air S tation in the mid- to late 1930's. This information may require the evaluation of the military aviation accident risks, particularly if the aircraf t in question are nuclear armed.

Finally, wa would appreciate it if you would determine whether or not nuclei.r ordinance is ever ficwn from the Whidbey Island Naval Ait Station, and if so, to what extent that factor mignt represent a site hazard.
