Description of Moncocollance Appendix A of Report No 50-329/79-13and50-330/79-13 provides the following:
"10 JFR 50, Appendix B, Criterion V, states in port, "cetivities aff : tin 2 quclity shcll be prescribed by documented instructions, proc 3d ure or drawings,..., and shall be accomplished in accordance with nstructions, procedure or drevings.
CBI Hydrostatic Test Procedure HP-71701 Step 7 3 states in part,
' Inspect all joints end connections. '
Contrary to the above, it was determined on April a,1979 that ell joints and connections on Incore Instrument Tank No 2T-87 could not have teen physically examine 3 using the technique employed because of confining 6eometry."
Response
Incore instrument tenk 2T-87 ves retested on May 16, 1979 A borescope ucs used to provide visuel access to those crees that were not visually inspected previously due to the confining geometry of the tank. The test results were satisf a ctory.
CPCo discussed this noncompliance with both the Subcontractor (Chicago Bridge end Iron - CE&I) cnd Bechtel to e=phosize that inspection plans coy not be devicted from and that if a condition arises preventing the plan from being implemented, the herdware may not be accepted pending a formal dispositioning process. There are no plans for CB&I to do any further work on the Code portion of the tenk or to do any more safety-related testing.
Bechtel is in the process of obtainin6 the rcport of the retect from CBEI.
It is expected that the report vill be received by July 15, 1979, at which time compliance vill be achieved.
