PROPOSED CHANGE TO TECHNICAL SPECIFICATIONS Centlemen:

Pursuant to 10 CFR 50.90 as required by 30 CFR 50.59(c)(1), Georgia ompany hereby proposes an amendment to the Plant Hatch Unit 2 Tech-Power r nical Specifications (Appendix A to the Operating License).

The propmed change would ic, rise the ACTION statement of Technical Specification 3.6.4.1 inoperable torus by changing UOT SHUTDOWN to COLD SIIUTDOUN.

1his increased personnel safety has been jadged by Georgia Power Conpany t o justi fy the poteut ially longer period of time the cpet if f.ca-tion vould alloa the unit to operate with up to three inoperable but known to be closed torus t o d rywell vacuum breakers.

Thc proposed anendment has not change 1 the probabilit y of occ urrence or the consequences of an accident or ualfunction of equipment inportant to safety which han been previously analyzed becanne no change in the nude of operation is effected as a result of the propmal.

Similarly, the possibili+y of an accident or malfunction of a different type does not result fron this change becauno no equipernt design e operation is altered.

Margins of safety are not reduced from thos Jorded by the existlur Specification Lecause operating limits have not een changed.

The Plant Revieu Roard and the Safety Review board have reviewed and approved the proposed amendnent, and in consideration of the ebove have deternired that th-proposed anendent doen not coantitute an unreviewed safety qacm ion.

A total leakage between the suppression cher.ber and the drywell of less than the equivalent leakage through a 1 inch diameter orifice at a differential pressure of 1 psi,

The redundant position indicators OPERABLE, and c.

An opening set point of < 0.5 psid.
