JUN 141979 MEMORANDbM FOR: Long S. Tong, Assistant Director for Water Reactor Safety Research, Division of Reactor Safety Research FROM:
R. Vollmer, Assistant Director for Systems and Projects, Division of Operating Reactors
SUBJECT:
SANDIA QUALIFICATION TESTS FOR BROWNS FERRY CONNECTORS We have had discussions with G. Bennett and R. Fe't on June 11, 1978 related to the subject tests. As a result of these discussions, we believe that we will need additional justification in the areas outlined below before we can recommend approval of thc-tests.
1.
We have been requested to provide you with acceptable tolerances, or a band to the temperature profiles, i.e., acceptance criteria.
As stated to us, these tolerances would be und by the test personnel to abort the test if exceeded. This is a rather important request since the test samples are limited and aborting the tes* would result in a delay of about one mor.th. Other
' amples are available but have not been aged or irradiated.
s We believe that you should propose the tolerances and that these tolerances be based on data obtained from a number of pretests.
Currently, there is only a commitment to do one pretest which clearly is unacceptable. These tolerances should be based on the best capabilities of the facility rather than on anyone's judgment.
Further, we believe that aging and irradiation of the remaining samples be started imdiately to allcw for contingencies.
2.
The 'rowns Ferry connectors are installed with enclosures. The Wyle 'ests measurec bulk temperature yet the Sandia Tests will controi temperatures within the enclosure, and which, according to Sandia data, could be about 150F higher than the bulk temper-ature.
We need additional justification as to why this temperature difference and why Sandia is not co.itrollir; to bulk temperature similar to Wyle.

., 3.
Considering the importance of the test, we believe it appropriate that we be provided with a test procedure.
4.
We note that an imersion hea
- is installed within the autoclave.
This is different than the Wyle autoclave and,in fact, different than any other environmental testing autoclaves.
It is not clear what the purpose of the heater is and.more importantly, what differences it could make in the test.
We believe that some clarification is necessary.
We will be happy to meet with you to clarify the above.
