This is in response to your letter of February 15, 1979 transmitting your
" Security Personnel Training and Qualification Plan." We have completed our caview and determined that certain changes and additions are required br.ivre the document will be acceptable.
You should also note that further revision to your plan to provide for training in other weapons will be required in the future if the Upgrade Rule is adopted by the Commission.
Please make the revisions indicated in the enclosure to this letter and return six copies to this office within 30 days.
We have determined that the enclosure to your letter of February 15, 1979 contains information of a type specified in 10 CFR 2.790(d).
Accordingly, it is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

COMMENTS ON SECURITY PERSONNEL TRAINING AND QUALIFICATION PLAN B.
3.1.2 (5.3.1.3)
PHYSICAL QUALIFICATIONS Plecse confirm that the certified physical examination will be administered by a licensed physician.

3.1.3 (5.3.1.3) MENTAL QUALIFICATIONS The initial observations of your security personnel must be performed by a licensed psychologist, psychiatrist, physician or a professional trained individual.
In addition, a commitment must be made for continued observa-tion of security personnel for indications of emotional instability.

3.1.4 DOCUMLNTATION This section should be expanded to include the results of the physit.al requalification certification, training results and weapon qualification and requalification scores.

3.2.1 QUALIFICATION Flease provide a description of the training material e cered in this section.

3.2.2 TRAINING, CONTRACTOR A commitment must be made to have security personnel fire weapons for night familiarization.

3.4 EQUIPMENT Please confirm that the portable communications system used by your security personnel has two channels as required by Appendix B.
This section should commit to reload ammunition and stores onsite which are set forth in the regulation.

ADDITI0fiS TO THE SECURITY PERSONNEL TRAIT 4ING AND QUALIFICATION PLAN A physical fitness program must be added to your plan to insure that all security personnel can perform their assigned duties.
In addition to the foregoing revisions, a schedule showir g how all security personnel will be qualified within 2 years after your sutuittal is approved must be added.
