Dear !!essrs. Asher and Bogin:

This is in response to that part of your letter of May 14, 1979, in which you requested, pursuant to the Freedom of Information Act, an inventory of, and copies of, documents in NRC's possession in Docket 50-574, and for Applications XR-120, XCOM-0013, and XSNMO-1471.

files on these subjects are available in the NRC's Public Document Room (FDR), 1717 H Street, N.W., Washington, D.C.

The Preliminary Site Investigation Report and the six volumes of the Preliminary Safety Analysis Report, which had not previously been included in the export license files -- and therefore not included in, or cross-referenced to Docket 50-574 -- are eeing added to the docket files.

The PDR has daily, weekly, and mor.+.hly accession lists which provide an inventory of the publicly available documents.

Appendix A lists three other documents subject to this request which contain information classified pursuant to Executive Order 12065.

This information is being withheld from public disclosure pursuant to exemption (1) of the Freedom of Information Act (5 U.S.C. 552(b)(1)) and 10 CFR 9.5(a)(1) of the Commission's regulations.

Pursuant to 10 CFR 9.9 of the Commission's regulation $, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest.

The persons responsible for this denial are the undersigned and Mr. James R. Shea, Director, Office of International Programs.

This denial may be appealed to the Cemmission's Executive Director for Operations within 30 days from the receipt of this letter.

As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, osg$Y r-
