Dear Senator Byrd:

By note dated December 7,1978, you forwarded a copy of a letter from Mrs. P. M. Allen to the Nuclear Regulatory Comission, dated November 1, 1978.

Mrs. Allen's letter had requested the Commission to revoke the Virginia Electric and Power Company's licenses to operate North Anna Units No. 1 and 2.

By letter dated December 27, 1978, I responded to your note providing information on NRC actions as of that date, and provicing further information.

The investigation into the merits of Mrs. Allen's requast has been completed and a report has been prepared.

Based on the content of that report, a deci-sion has been reached that the request should be denied.

A copy of the Decision including the supportirq report, and of the letter advising Mrs. Allen of the decision are enclosed for your information.
