SUBJECT:

SUMMARY

OF MEETING TO DISCUSS PLANS FOR TENDERING OL APPLICATIONS FOR THE SNUPPS PLANTS A meeting was held on June 12, 1979 with representatives of the applicants at their request to discuss their plar.s for the submittal of the SNUPPS OL applications. The meeti. g attendees are listed in the Enclosure. The meeting is sinmarized as follows:

S umma ry The applicants stated that the SNUPPS FSAR, which will be referenced by all f ou, SNUPPS applications, wil' 3e tendered in October 1979 as part of the Callaway OL application. The Callaway application will include the Callaway FSAR Addendum which is specific to Callaway.

The Wolf Creek OL application, which will include the Wolf Creek FSAR Addendin, will be tendered in January 198 0.

The FSARs will be prepared by using Revision 2 of the Standard Format and, where appropriate, will incorporate the additional informational requirements of Revision 3 of the Standard Format.

No dates were projected for tendering the Tyrone and Sterling OL applications.

We informed the applicants that the reviews of applications currently on file with the ?RC are being impacted by the staft's involvement in che varinus task forces which were established as a result or the TMI incident.

Therefore, we stated that we could provide no assurance that we would be in a position to start the review of the SNUPPS FSAR when it is tendered.

In light of these circunstances, we suggested that the applicants might want to consider delaying the FSAR submittal until the implications relating to the TMI incident are better understood and could be factored into the FSAR.

The applicants replied that these implications would be factored into the FSAR whenever they became knc esi, even if that occurred after the FSAR is submitted.

7907300582 JUL 10 NN We informed the applicants that our Caseload Forecast Panel's current estimate for fuel leading at Callaway is October 1982, as compared to the applicants' est imate of April 1982.

Prior to the time that the Callaway OL application is tendered, we will determine whether a site visit to Callaway would be appropriate to reevaluate our projected fuel load date.

For Wolf Creek,' the Caseload Forecast Panel agrees with the applicants' projected fuel load date of October 1982.

Other items of discussion during the meeting covered the following subjects:

(1) Copies of SNUPPS FSAR - The applicants requested guidance on the number of copies of the SNUPPS FSAR that should be filed with the SNUPPS OL application and the nunber to be held by the applicants in reserve. Af ter the meeting, we suggested that 50 copies should be filed and 50 copies should be held in reserve.

(2 ) Fire P rotection System - The applicants stated that they plan to incorporate by reference into :he SNUPPS FSAR the fire protection system submittal of May 3,1978.

Af ter they receive our coments on the May 3,1978 submittal, they will revise the SNUPPS FSAR to include an updated writeup of the fire protection system which will incorporate our comments.

The applicants requested our comments on this planned approach. Af ter the meeting, we informed the applicants that the above approach is acceptable.

(3 ) Category 3 and 4 Matters - The applicants stated that the SNUPPS FSAR wil. incorporate a section which will address all applicable Category 2, 3 and 4 matters as well as all regulatory guides issued up to April 1979.

(4 ) E nvironmental Qualification of Equipment - The applicants stated that the SNUPPS FSAR will include an updated version of the environmental qualification program previously submitted for the SNUPPS plants by letter, dated March 1,1978.

The applicants requested us to identify those OL applications currently under review which they can use as examples of what is required in the area of environmental qualifications. We stated that Comanche Peak can be used since it is the lead OL application for a Westinghouse scope of supply.

After the meeting, we stated that Commanche Peak can also be used for the balance of plant scope.

Other OL reviews in progress which might provide guidance in this area include Prairie Island, WPPSS and Perry.

(5 ) Technical Specifications - The applicants stated that they plan to submit the technical specifications one year before the projected fuel load datt..

We stated that this approach is acceptable.

We added, however, that if the applicants find that they have any problen with any of the standard technical specifications which have been establ' Sr other plants, they should identify tNse problems early.

. JUL 101979 (6 ) QA P rogram - The applicants stated that the FSAR will only include the @ program for operations. We stated that this approach was acceptable.

We added that we would want to be advised, by letter, of any significant changes to the @ program for desio. and con-struction.

After the meeting, we clarified that any change which affects what is currently filed in the PSAR is considered significant.

(7 ) Security Plan - The applicants stater. that they plan to submit the guard training plan 18 rmnths before the projected fuel load date.

We stated that this proposal was acceptable.

The applicants requested whether the contingency plan can also be submitted about 18 months before the fuel load date and whether the security plan had to be submitted with the FSAR. Af ter the meeting, we informed the applicants that the answer to both questions was yes.

(8 ) Wolf Creek Metecrological Data - The applicants stated that the program for collecting a third year of meteorological data for Wolf Creek was started in December 1978. Therefore, the Wol f Creek FSAR Addendua, when tendered, would not contain all the data for the third year. They plan to submit the first six months of the third year of data with the tendered application in January 1980 and the remaining six months in April 1980.

We stated that this proposal was acceptable.
