The U. S. Nuclear Regulatory Commist Lon (the Cumission) has issued Amenment No. 52 to Facility Operating License No. DPh-49 issued to Iowa Electric Light and Power Company, Central Icwa Power C ' perative, and Corn Belt Power Cooperative.

The amendment is effective as t its date of issuance.

The amendment changes the Technical Specifications for operation of the Duane Arnold Energy Center, located in Linn County, Iowa to require that all inservice inspection and testing at the facility be performed in accordance with the American Society of Mechanical Engineer's Boiler and Pressure Vessel L,de (ASME Code) except where specific written relief has been granted by the Comission pursuant to 10 CFR 50, Section 50.55a(g)(6)(i). The letter transmitting Amendment No.

also grants relief from certain requirements of the ASME Code where the Comission has deter-mined it is impossible or impractical to examine or test a specific component because of design, geometry or materials of construction.

For those requirements of the ASME Code for which the Comission has granted relief, the Comission has required alternate, cmpensatory examinations and tests that will achieve the

U objectives of the ASME Code.

The application for the amendnent and request for relief complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Comission's rules ar.d regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license smendment and letter granting 79072703 6

. relief.

Prior public notice of this amendment was not required since the action does not involve a significant hazards consideration.

The Commission has determined that the action wiFi not result in any signiff-cant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connectice with this action.
