The Nuclear Regulatory Comission (the Com.issicr) has found that:

A-The acclication for amendment by Massachusetts Institute of Tech ~

nology (the licensee) dated November 4, 1978, complies with the standards and recuirements of the Atcmic Energy Act cf 1954, as amended (the Act) and the Cctmission's rules and reculations set forth in 10 CFR Chapter I;

The facil.ity will cperate in conformity with the applicatic,,

the provisions of the Act, and the rules an,d regulations of the Comission; C.

There is reasenable assurance (i) that the activities authorized by this amndment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulatiens and all applicable requirements have been satisfied; and F.

Publication of notice cf this amenement is not required since it dces not involve a significant. hazards censideration ncr amencment Of a license cf the type described in 10 CFR Secticn 2.lC6(a)(2).

2 Accordirgly, the license is amended by changes to the Technical 2.

Specifications as indicated in the attachment to tnis license am.endment, and paragraph 2.C.(2) of Facility Operating Licenso No. R-37 is hereby amended 'to read as follcws:

(2) Technical Soecifications The Technical Specifications contained in Appendix A, as' revised through Amendment No. iv, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Scecifications.
