WASHINGTON, D. C. 20555

\\EN[l APR : ; 373 MEMORANDUM FOR:

Division of Operating Reactors Branch Chiefs FROM:

B. Grimes, Assistant Director for Engineering and Projects, 00R SUBJEC :

iRAINING SEMINAR FOR ENTRY INTO RESTRICTED RADIATION AREAS In the Cast, we have found that many NRC people having to enter into radi-ation areas of field plants, as part of tneir job, spent considerable time being briefed by the licensee's healtn physics cersonnel to assure suffi-cient confidence that they understood the health pnysics procedures.

In order to reduce the on-site briefing, we decided to set up a training pro-gram that most licensees could accept certification as proof of knowledge of the general health physics procedures for radiation areas.

Such train-ing may then require the licensee's personnel to merely brief the NRC per-scnnel on on-site specific aspects.

We have recently received a proposal from Oak Ridge Associated Universities to concuct a Radiation Safety seminar whose purpose is to train NRR person-nel on radiation protection procedures for entry into and egress from in-plant restricted radiation areas. A copy of the proposed one-day seminar is attached.

Participants who successfully complete this seminar will be awarded certificates which may be accepted by licensees in lieu of tneir own radiation protection training which is presently required for entry into restricted radiation areas.

The Management Development and Training Staff (MDTS) of the Office of Admin-istration is making the formal arrangements for tne presentation of the sem-inar. They are tentatively planning on holding it at the National Bureau of Standards for two or three days at tne end of June,1979.

A group of no more than approximately 30 people will be scheduled for each seminar.

The program will be repeated for as many days as is required by the numbers of scneduled participants.

Other NRC offices which might have an interest in the program have been invited by MDTS to participate if siots are available.

Each Branch Chief should reconrend those staff mecoers that may require this training, based on their need for entry into radiation areas during site vis-its.

In order to accommodate all personnel requiring tnis training in a timely manner, please group your recommendations in accordance with a high or low priority.

If possible, we will try to accommodate all personnel at this time.

However, if this is not possible we will budget for anotner seminar for fiscal 'S0.
