OPEPATING FRCCEDURES AT NUCLEAR FCWER FLANTS As part of the lessons-learned frca the T:11-2 accident, I believe that we should take a hard Icok at our current philosophy and requirements related to operating precedures at nuclear pcwer plants.

It is my understanding that NRC's current philosophy regarding operating proce'dures at nuclear pcwer plants embodies a general reluctance to formally review and approve such procedures because of potential liability ccnsiderations. As a result, cur activities in this area have been ccmparatively limited.

I would appreciate receiving staff's views on those acticns which could be taken by the NRC to upgrade the quality of such operating precadures, including the advantages and disadvantages of the alternative approaches which may be available to achieve that goal.
