Each licensee shculd submit a plan concerning this aspect of the 'iRC evaluation.

It shculd be determined.hether the regulatory program overstresses the most severe, highly-f rprobable accidents (i.e., ESAs) and under-emphasizes the less severe but much more probable iccidents that may occur.

The NRC should accelerate the program for irplementation of resident ins pectors.
5.
It appears that an increase in the 2ncunt of civil penalties is app ro p ri a te.
In general, Senator Simpscn is supcortive of the NRC proposal in this regard except for the pro.cosed elimination of review by Faderal Courts.

The NRC should establish criteria for the licensing of nuclear power plant managers.

This inccuragement could be coupled with a cut-off date for ccmpliance which provides that, in the event of ncnccmpliance, no mcre licenses will be issued to facilities in that state.
