MICHIGAN DIVISION July 18, 1979 M AN . %CHtGAN WM Mr. Harold R. Dec. ton, Director of ' ice of Nuclear Reactor Regulation m.

u , Nuc. lear Regulatory Comission Was.. in , D.C.

Dear Mr. Denton :

Thanks for your letter of July 13 in response to my telegram of May 30, 1979, to Mr. Hendrie, Chairman of the Nuclear Pegulatory Commission.

I can appreciate the work load that all of you have as a result of the Three Mile Island accident. However, I sincerely hope that you all can also appreciate how important it is to the Michigan Division of The Dow Chemical Company and its 6600 employees here in Midland, Michigan, for the Midland Nuclear Plant to be in operation. I can-not overemphasize the uncertainty over the future of our employ.1ent opportunities here in Midland that continues to concern the vast majority of the people in Midlanu County, Michigan.

I am confident that a survey of residents of Midland County would show that 99+". of them have no major concern over nuclear power in their area of habitat.

Quoting from your letter, last paragraoh on page two, "...we are also continuing our efforts to acquire additional resources so that the Midland review and other suspended reviews can be resumed as soon as possible, giving priority to our responsibilities to ensure con-tinued protection of the health and safety of the public at all nuclear power plants." I certainly agree that this is something that should be done, and I hope will continue to be done -- but, I also hope that the bureaucracy that so often exists i.i the governmental regulatory agencies will not unduly cause a hola up in the operation of the Consumers Power facilities now nearing completion.

We continue to work with Consumers, and since we will be receiving steam from their facilities -- and since we all live and work in the immediate vicinity -- we are interested also in the safety of their plant. We are convinced that it will be just that, and will not be a detriment tc the health and safety of the people ' che Midland area.
