Dear Mr. Helfrich:

je Enclosed please find an application from par Systems Corporation for a license to export neutron absorber tubes to Spain for use in enlarging the spent stor-age racks at the Santa Maria de Gorona nuclear reactor facility. As par has not been awarded the contrac "9t, no shipping dates are known; however, we will advise you of the deliver; schedule as soon as this information is avail-able.

For your information we a:e enclosing a letter dated April 16, 1979 and a brochure from par which describes the proposed export in greater detail.

It is noted that the enlargement of the storage pool would help reduce the neces-sity for Spain to retransfer its spent fuel t-the U.K. for reprocessing.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of the requested li-cense would be inimical to the intere,ts of the United States, including the common defense and security, and whether the proposed export meets the applic-able criteria in the Atomic Energy Act as amended by the Nuclear Nonprolifera-tion Act of 1978.
