TESTIMONY OF GARY G. IECH ON CONTENTION 2(a) and (b)

I am employed by the U. S. Nuclear Regulatory Commission as a Project vanager, in the Division of Ocerating Reactors, Office of Nuclear Reactor Regulatica.

I am the project manager assigned to the Zion Station spent fuel pool modifica-tion application.

The Staff performed an environmental evaluation of the proposed modification cursuart to the National Environmental Policy Act of 1969, as amended, (NEPA).

This culminated in the issuance of an envirarmental 'moact aopraisal (EIA) on March 29,1979.

The EIA was orepared under my direction and sucervision.

Its contents are true and correct to the best of my

.owledge and I acoot it as the NEC Staff's direct testimony in this orcceeding regarding Cantention 2(3) and (b).

Contention 2(a) states:

The State of Illinois contends trat accroval of tne crocosed license atencment would be a major action of the Ccmm:ssion significantly affecting tne cuality of tne human envirinment in Illinois. Tne lational Envircnmental Policy Act of 1969, as amended, recuires tne Commission to surmit an environ-mental imcact statement witn res:ect c the crocosed license amendment.

w 4 NEPA requires the preparation of an environmental imcact statement in connection with " major Federal actions significantly affecting the cuality of the hunan en-vironment." 42 U.S.C. 54332(2)(c). The Cocnission's regulations implementing NEPA are contained in 10 CFR Part 51.

Based on the review documented in sections 5 and 6 of the EIA, the Staff con-cluded that the environmental imnarts of the procosed action are negligible.

Under the circunstances, the Staff concluded that the issuance of a negative declaration was accrocriate under 10 CFR !51.5(c) and that an environ-mental imoact statement need not be prepared.

Contentien 2(b) states:

Accroval of the amencment request would be contrary to the NRC colicy position on scent fuel storage which prohibits non-emergency licensing of any existing storage facility prior to the adoption of an official long term colicy ingarding the permanent storage of scent fuel.

As such, I ai vescensible for mananing and partici;ating in the safety and environmental reviews associated with licensir; actions recarding the design and coeration of assigned coerating power reactars.

This includes planning and coordinatinc the efforts of other Ccmmission cersonnel involved in the reviews.

I received a Bacheiur of Science decree fron the U.S. Naval Academy in 196a. Ucon graduatien, I attended the Navy's Su carine School and entered the Navy Nuclear Feuer Program.

I attenced a 6-month course in nuclear engineering fol10wed by a 7 mcnth traininc ceriod at t,he Navy's pectotype nuclear ocwer plant ( 5 33 ) a t '. es t '4i l to n, :!. /.

From 1966 to 1973 I served in various encineering assignments on ciesel and nuclear pcuered submarines includinc tne mechanical, electrical and radiological contrc's areas.

In July 1973, I joined the General Atomic Ccmpany of Sar Diego, California as a Senior Operations Encineer at the Fort St. '/ rain High Temcerature Gas Cooled Reactor Plant in Colorado.

I was resconsible for coordinatinc the construction work and startuo test prcgram efforts with the utility, Public Service Ccmaany of Cciorado.

In Aucust 197a, I joined Stone L 'Jebster Engineering, Cor;cration of Boston, "assachusetts as a Project Engineer.

I was resconsible for the system desian scecifications for Emercency Core Coclinc Systems on the Montague 1 and 2 Nuclear Genera:inc Staticn Project and develcced a cualification crocram for startuo test engineers consisted witn tne ANSI S tandard N18.7.

I am a Registered Engineer-in-Trainir.g in the Ccmmonwealth of Massachusetts.

I have held m; ;csitien with tne Ccrmission since June 1975.
