SUBJECT:

REVIEW 0F REPORT ENTITLED, " QUALIFICATION TESTING 0F BARTON PRESSURE AND DIFFERENTIAL PRESSURE TRANSMITTERS" By a letter dated September 29,1978 (Ref. NS-TMA-1950) Westinghouse transmitted a report to you titled, " Qualification Testing of Barton Pressure and Differential Pressure Transmitters." This report described seismic and environmental testing of Barton pressure and differential pressure transmitters performed as part of the Westinghouse Seismic and Environmental Supplemental Qualification Program.

The report was sub-mitted in response to NRC requirements regarding instrument qualification placed on the North Anna Unit 1 and D. C. Cook Unit 2 operating licenses, and included in the Diablo Canyon SER.

We have completed our review of the report and our evaluation is enclosed.

As noted in that evaluation, we have concluded that, while the tests provide additional assurance that the Barton 763 and 764 transmitters will perform their intended safety function, they do not constitute an adequate basis to support the long term use of these transmitters in safety systems.

There-fore, we require that the additional information described in our evaluation be provided by Septerter 1979to justify continued use of these transmitters.

We request that Westinghouse be informed of our information needs and that copies of the letter to Westinghouse be forwarded to NRC licensees responsible for those plants identified above and Farley Unit No. 1.
