Please refer to your May 2,1979 letter proposing arrangements for cooperation between tre Nuclear Regulatcry Commission (NRC) and the Environmental Protec-tion Agency (EPA).
As you know, our site personnel already have established a close working relationship with your site representative and those from other agencies.
The NRC would be pleased to participate if the EPA desires to schedule and conduct periodic briefing sessions for the involved organizations.
We believe the first order of business which should be discust ad by our representatives and those of other
- ies should be the clear designation of the environmental monitoring activities to be conducted by each of the concerned agencies, both on a routine basis and in coordination with planned activities at the Three Mile Island site. The details as to exchange of environmental data and issuance of press releases are also matters of importance.
However, we believe the item of primary importance is the specific designation of environmental monitoring responsibilities by the various agencies.
I have designated James H. Sniezek, a Division Director in our Office of Inspection and Enforcement, as the lead for the NRC in our environmental monitoring and reporting efforts relating to Three Mile Island.

Smith, Region I, Office of Inspection and Enforcement, has been desiguated as the NRC site coordinator for environmental matters associated with Three Mile Island. Messrs. Sniezek (301/492-8098) and Smith (717/782-3961) are anvioJs to meet with your representatives and those of the other agencies to work out the details of ongoirg arrangements for cooperation.
