. Federal Regulations (10 CFR 50, Appendix E).

This appendix establishes the minimum requireaents, in the area of emergency planning, which each apolicant for a con truction permit or operating license must address in its Safety Analysis deport.

A complete copy of Title 10 of the Code of Federal Regulations and a copy of the New Haven 1 and 2 Preliminary Safety Analysis Report are on file in the Local Public Document Room (LPDR) located at the Office of the Clerk of the Oswego County Legislature, Oswego County Office Building, 46 East Bridge Street, Oswego, flew York and at the U. S.

Washington, D. C. is a copy of Regulatory Guide 1.101, "Energency Planning for fluclear Power Plants." This regulatory guide provides guidance to applicants in developing adequate plans for coping with emergencies.

It describes a method, acceptable to the f1RC staff, for complying with 10 CFR 50, Appendix E. is a copy of Section 13.3 of our Standard Review Plan, " Emergency Planning." 'This document provides cuidance to flRC staff personnel who perform the safety review of applications to construct or operate nuclear power plants.

Inclosure 4 is a report entitled, " Guide and Checklist for Development and Evaluation of State and Local Government Radiological Emergency F.esponse Plans in Support of Fixed Nuclear Facilities," (NUREG-75/lll, with Supplement No.1

, enclosed).

The purpose of this document is to provide a common reference and guidance source for: (1) State and local governments in the preparation of radiological emergency response plans in support of fixed nuclear facilities, and (2) NRC and other Federal agency personnel engaged in the review of such State and local government plans.

- is a copy of the "New York State Emergency Plan for Radiation Accidents," (revised December 28,1978).

Several of the appendices are distributed separately; however, I have included as Enclosure 6, a copy of

" Radiation Response Plan - Nine Mile Point Facilities - Specific Operating Procedures - Major Radiation Incidents." This plan was approved by tha Chairman, Oswtgo County Legislature in May 1978 and is Appendix H to the "New York State Emergency Plan for Radiation Accidents." Of course, the plan for the Nine Mile Point facilities would either have to be revised or a new plan would be written to cover incidents at the New Haven site, should the proposed New Haven facilities be built.

In addition to these six documents, I have asked the Environmental Protection Agency to forward to you directly a copy of its report entitled " Evacuation Risks - An Evaluation," (EPA-520/6-74-002).

This document provides an assessment of the risk of death, injury, and cost associated with an evacuation of population groups affected by an incident at a fixed nuclear facility.

I hope you will find these documents useful.
