Dear Mr. Grier:

Your letter of February 22, 1979, forwarded combined Inspection Reports 50-277/79-04 and 50-273/79-03.

Appendix A addresses an item of non-compliance concerning implementation of test procedures on heat and smoke detectors.

On March 12, 1979, a response was submitted to your uffice in reference to this item.

The response stated at the time that Technical Specification Amendment No.

39 became effective"... procedures for testing smoke and heat detectors had been written and approved by PORC.

It also stated that all Technical Specification r21ated tests had been completed by January 22, 1979.

During a complete review of the fire system surveillance testing program, it was discovered that the t h re e heat detectors located in the HPCI rooms on both units had not been tested once every six months in accordance with Technical Specification 4.14.B.l.d.

This situation was pronptly rectified with the approval of the required test procedures, and the completion of the tests on March 23, 1979.

The review revealed no other deficiencies in this area.
