A reeting was neld between tha staf f and Mr. Frank Beal, Director of the Illinois Institute of datural Resources, together with representatives of other Illinois State agencies (see Fnclosure 1 for attendees) to discuss the Carroll County applicatacr..

Trip Report Sumcary Carroll County 1 & 2 it would coordinate its review of water quality matters for this application through both the State and the U.S. EPA pending resolution of the issue.

As to the matter of NRC contacts with local officials, Mr. Beal now thought it appropriate for the staff to establish such contacts as necessary since he now had a clearer perspective regarding the reason for such NRC contacts.

Mr. Beal also indicated that he should be infonned in acvance of any NRC plans to conduct a Town Hall type meeting in the vicinity of the proposed or alternative sites for the Carroll Staticn.

Prior and eih<ocuent to the ac:Jal site visit nd technical discussion on May 2,1979, rereer s cf ;.ne ANL te m and the EFM inspectcd the proposed alternative sites for Carroll Station together witn representatives frco Connonwealth Edison. On May 1, 1979 visits were made to Granville Souin and Erie South; on "ay 3,1979 inscections were,ade of Recetta, Gladstene, Bigsville, Hillview and Milton; and en May 4,1979 inspecticn was made of the ConcorJ Sita. To a large extent the altarrative sites other th3n the crime site were situated on farnland.

Although Jfforts were made tc inspect the areas for er.giacenent of the intake / discharge structures at these sites, in scre cases, due to fleaded rivers, access was cade 1~ :ossibic.

The alternative sites visited are undevalcped; the two developed alternative sites, LaSalle and Guad cities, were not inspected at this time.

It is expected tnat visits will ce made to tnese sites prior to cccpletion of the staff alternative sites eview.

An inspection was nade of the proposed site. including the areas for thc t'.,o reactors, the cooling towers, and planned lccation2 fcr tne intake and discnarge systems.

The proposed site is in an area of rollir.g woodeo terrain.

Following the tour of the site a raeting to ciscuss technical issues as held at the of fices of Intarstate Power Cccpany (co-owner with Cctronwealth EJison) in Savanne, Illinois.

Discussian areas included:

the heat dissipatica system, chemical ar.c Diocide Jischarges, aquatic ccciogy,Eetecrolcgy, cul turai rcscurces, ccst benefit analysis, and alternative site consicurations.
