Meeting Details A management meeting was held at NRC's request in the Region II office, Atlanta, Georgia on May 22, 1979 to review the enforcement history of Vogtle Nuclear Plant, Units 1 and 2.
In addition, the NRC expressed concerns regarding the areas of QA/QC authority on site, and differences that exists between the A-E's (Bechtel Corporation) specifications, the PSAR and the site construction procedures.
GPC reviewed their ongoing reorganization of site personnel into an Engi-neering, QC inspection and QA audit configuration. The licensee further stressed that training has and is being given in each discipline with additional orientation program being developed for all employees including contractor personnel. The importance of reporting concerns has been stressed in meetings with the QC personnel as well as QA authority being emphasized.
GPC has scheduled a meeting to review and organize the detailed coordination study to bring Bechtel Corporation specifications, the PSAR, and the te construction procedures into agreement. All major disciplines including civil, structural, mechanical, welding and electrical as a minimum will be examined. The review of the civil area as related to concrete placement, testing and batching has been started. The licensee will provide a detailed schedule with review and completion dates within two weeks. This will be identified as Inspector Followup Item 424-425/79-10-01, Specification -
PEAR coordination.

. GPC Management has agreed that a letter will be written by GPC top management to the site personnel rededicating and reenforcing QA/QC authority. This includes craf t orientation and training as well es a " Hot-line" mechanism to have constructica prcblems directed to GPC top management. The issuance and posting of this letter will be examined by RII and is identified as Inspector Followup Item 424-425/79-10-02, letter to site personnel from management.
