Dear Mr. Engelken:

In response to the subject bulletins transmitted by the Reference 1 letters, WPPSS offers the following.

With Reference 2, the Babcock & Wilcox Company (B&W) submitted to the fiRC a report entitled " Records Investigation Report Related of Off-Chemistry Welds in Material Surveillance Specimens and Response to IE Bulletins 78-12 and 78-12A Supplement".

It is our understanding that reference to reactor vendor reports is acceptable in fulfilling our obligation as described in IE Bulletin 78-12 and 78-12A Supplement.

WPPSS has reviewed the information included in the report and concludes that there is no reason to suspect that atypical weld wire was used in the fabrication of the WilP-1/4 reactor vessels.

B&W has also assured WPPSS that the weld material information provided in the report covers the WilP-1 and Wf1P-4 reactor vessels.
