Carroll County Station Units 1 and 2 Change in Fuel Load Date NRC Docket Nos. S50-599 and 550-600

Dear Mr. Denton:

On May 24, 1979, the Nuclear Regulatory Commission (NRC) ccmmissioners apprc'od your plan (SECY .79-344 dated May 19, 1979) for an inte. _a reorganization of the NRC Staff to deal with the impacts of the Three Mile Island (TMI) Incident.

In this plan, Commonwealth Edison company's construction permit review for Carroll County Station Units 1 and 2 has been postponed although the early site review effort will continue.

Mr. Roger Boyd, Director of Project Management, indicated that optimistically the review of Carroll County can begin again in early 1981. Although one section of the plan, SECY-79-344, states that the Carroll County review vould be delayed by twelve (12) months, there is no basis for this state-ment. However, commonwealth Edison's analysis indicates that Carroll County's licensing delay will result in a two year delay in the fuel load dates.

The table in Attachment I shows the original and revised licensing review schedules. The two year delay results from the following two considerations. First, it appears that due to the impacts of TMI, the PSAR docketing will be delayed by one year. Second, Carroll County was originally intended to be reviewed under NUREG-0292, " Nuclear Powcr Plant Licensing:

Opportunities for Improvement," which involved working meetings between the applicant and the NRC Staff before the PSAR was docketed. These working meetings would expedite the review by reducing the time required from docketing of the PSAR until a construction permit is issued. Mr. Boyd indicated that once the Carroll County review resumes, it would be unrealistic to believe the review could be conducted under an expedited process.

Thus, the fuel load cates have been changed to the following:
