SUBJECT:

COMPLETION OF DEGRADED CORE COOLING STEERING GROUP WORK My memorandum dated October 15., 1980, established the subject steering ginup to ccordinate the rulemaking actions associated with Siting, Minimum Engineered Safety Features, Degrau :d Core Cooling, and Emergency Planning. At that time, it was the best mechanism to assure tight coordination of this multifaceted activity that involves several offices.

In short, I did not believe there was a line office that clearly had the responsibility and resources to perfom this function.

The steering group is approaching a key milestone; namely, the submission of a plan of action that further justifies that this is the proper time for decision-making regarding the fate of the steering Group.

I have therefore decided to assign the full responsibility for the development and cocrdination of the

rulemakings identified al.ove to the Office of Nuclear Regulatory Research.

I con-

~ sider the work performed by the steering group to be successfully completed with the submission of its plan of action to me and the group shall be dissolved automatically at that time.

I have interacted with the group over the last several months, both in w'titing and in br'efings, and believe it has dealt with several substantive issues in a mature and rasponsible way; I discharge its members with thanks.

I would expect the Director, RES, to use the plan of action developed by the steering group as a foundation to commence his work.

The enncunced consolidation of e Research and Standards Offices has notivated ne to reevaluate the continued need for the Steering Grpup.

I believe there now exisis a line office; namely, the Office of Nuclear Reoulatory Research, that clearly has the primary responsibility and resources for coordination of these rulemakings.

In addition, the Stecring Group is approaching a key milestone; name1+ the submission of a plan of action that further justifies that this is the proper time for decisionmaking regarding the fate of the Steering Group.

I have decided to assign the full responsibility for the development and coordination of the rulemakings identified above to Research to be handled by the responsible line group within that Office.

I consider tie work performed by the Steering Group to be successfully completed with the : ubmission of its plan of action to me and the Group shall be dissolved automatically at that time.

I have interacted with the Group over the last several months both in writing and in briefings and believe it has dealt with several substantive issues in a mature and responsible way; I discharge its members with thanks.

I would expect the Director, RES, to use the plan of action developed by the Steering Group as a foundation to comence his work.
