SUMMARY
OF JULY 31, 2019 PUBLIC MEETING WITH NUSCALE POWER, LLC TO DISCUSS OPERATOR LICENSING EXAMINATION TOPICS On July 31, 2019, a Category 1 public teleconference meeting was held at the U.S. Nuclear Regulatory Commission (NRC) Headquarters, Rockville, Maryland office between representatives of the NRC staff and NuScale Power, LLC (NuScale), to discuss topics related to NuScales Knowledge and Abilities (K/A) catalog and operator licensing examinations for future operator license applicants of a NuScale SMR plant.
The meeting began with introduction of the teleconference participants. NuScale provided a summary of the work they have completed on a K/A catalog which they started in 2018 and details about the catalog. The catalog consists of learning objectives that are aligned to operator tasks. The catalogs structure is based on the phases on an initial license training program.Section I of the catalog contains a description of the process that NuScale used to create the catalog and classifying testable learning objectives.
The K/A catalog is ready for NRC review and use as input for a NUREG for that contains knowledge and abilities for NRC operator licensing examination purposes. NuScale would like to know if the screening methodology they used is acceptable. The actual learning objectives are propriety and NuScale asked the NRC for how to submit them.
The NRC staff pointed out that NUREGs are publicly available documents. NuScale informed the NRC that they would discuss internally how they planned to submit their catalog for NRC review.
NuScale provided additional information about their catalog. For example, the catalog has an indexing system that facilitates random sampling.
NuScale asked for information about the NUREG-1021, Operator Licensing Examination Standards for Power Reactors, revision that the NRC is drafting. The NRC staff gave a brief overview of the revision and stated that it would contain a placeholder for future NuScale SMR examination content.
C. Cowdrey 2 NuScale would like to share their recommendations for sampling K/As for future NRC examinations with the NRC staff in October 2019 at a Mock Exam event. The NRC staff said it would be helpful to be able to review mock exam material before the event in October to understand what NuScale operations and training experts suggest for how to test initial license applicants.
NuScale said that they would submit their K/A catalog for NRC review in the next few weeks.
One part will be non-proprietary and one part will be proprietary. They will likely use an Electronic Reading Room for viewing proprietary content like what is done for design certification application audit material. They asked when the NRC staff would be able to complete the initial review of the catalog. The NRC staff replied that they would likely need more than 30 days to complete an initial review and recommended that NuScale share timeline needs with the NRC in a letter when they submit the catalog for review. The NRC staff explained that another public meeting could be held to provide NuScale a status of the review.
At that time the meeting was opened to the public for comments and questions. There was one question from Sarah Fields, a member of the public. She asked about NuScales licensed operator training plans which are based on having the first NuScale SMR unit online by 2026.
NuScale declined to provide information about projected operating timelines for a future Combined License applicant. The meeting ended with an overall summary of the discussion.
