UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION BEFORE THE COMMISSION In the Matter of ENTERGY NUCLEAR OPERATIONS, INC., Docket No. 50-293-LT ENTERGY NUCLEAR GENERATION 72-1044 COMPANY, HOLTEC INTERNATIONAL, and HOLTEC DECOMMISSIONING INTERNATIONAL, LLC (Pilgrim Nuclear Power Station)

NOTIFICATION On August 22, 2019, the U.S. Nuclear Regulatory Commission Staff filed a notification pursuant to 10 C.F.R. § 2.1316(a) to inform the Commission and litigants that the Staff issued an order approving (1) the direct transfer of control of the Renewed Facility Operating License No. DPR-35 for the Pilgrim Nuclear Power Station (Pilgrim), and its general license for the Pilgrim Independent Spent Fuel Storage Installation, from Entergy Nuclear Operations, Inc.

(ENOI), to Holtec Decommissioning International, LLC (HDI) as the operator for decommissioning; and (2) the indirect transfer of Entergy Nuclear Generation Companys (ENGC) (to be renamed Holtec Pilgrim, LLC) ownership interests in the facility to Holtec International (Holtec). The Staffs notification also indicated that the Staff issued a regulatory exemption to Holtec Pilgrim, LLC and HDI related to the use of funds from the Pilgrim decommissioning trust fund for spent fuel management and site restoration activities simultaneously with the license transfer order.

Due to difficulties with the NRCs Agencywide Documents Access and Management System (ADAMS), the Staff attached the license transfer order, exemption, and related documents to its notification, but was unable to provide the Commission and litigants with the ADAMS Accession Numbers for the various documents. The Staff is providing this notification to inform the Commission and litigants that the license transfer order and related documents are publicly available at ADAMS Accession Nos. ML19170A147 (package), ML19170A101 (cover letter),

ML19170A265 (order), ML19170A149 (draft conforming amendment), and ML19170A250 (safety evaluation). The exemption is publicly available at ADAMS Accession Nos.

ML19192A083 (letter) and ML19192A086 (exemption).

The Staff notes that the draft conforming amendment filed with its August 22, 2019, notification inadvertently omitted the revised license and technical specifications pages. The corrected version of draft conforming amendment is attached and is publicly available at the ADAMS Accession Number provided above. The Staff is also re-attaching the license transfer order, exemption, and related documents.
