TI1e Plymouth Area League of Women Voters wishes to protest. in the strongest term*, two recent NRC decisions regarding Pilgiim Nuclear Power Station. In light of strong state and local opposition, we urge you to r con ider th m.

First. you denied our AGO's application to stay the decision on Pilgrim*. licen. e tran. fer for 90 days. Both the Town of Plymouth and the Commonwealth have le-gitimate concerns ab-Out 1hc financial accountahility of the prospective licensee, its finances and its plans for safer.,, security, monitoring, and emergency response dur-ing the perio<l of decommissioning. Your decision effectively stymies n gotiations intended to provide assurances either mis. ing from NRC regulations, or v,raived by the NRC.

Second, you signal *cl your intent to announce the transfer of Pilgrim *s license to Holtec on or about August 21st-before the public hearing scheduled for Sep-tember 11, and before full consideration of long-standing petitions b) our AGO and Pilgrim Watch Lo intervene in the licen *e transfer. This decision communicates a blatant disregard for the public interest.

Both Holtec and its chosen partner. SNC-La\\*alin, have dubious histori "S of bribe~

taking. Re Holtec, see h.t.1-.:
