PROGRAM SCOPE

This was a routine, unannounced inspection of a optics manufacturer authorized by its NRC licenses to produce and

distribute gun and bow sights containing luminous sealed sources of hydrogen-3 in exempt quantities from its facility in

Wixom, Michigan. The licensee received these sources from a supplier in Switzerland and distributed finished products

to military, law enforcement, and civilian customers, both international and domestic. At the time of the inspection, the

radiation safety officer - the president of the company - delegated routine oversight of the program to the company's

engineering supervisor.

PERFORMANCE OBSERVATIONS

The inspector toured the facility to evaluate the licensee's measures for material security, hazard communication, and

exposure control. The inspector observed several technicians using licensed material as they assembled various

products. Through interviews with these individuals and others involved in the radiation safety program, the inspector

found that the licensee's staff demonstrated adequate knowledge of radiation safety principles and licensee procedures.

The licensee's staff demonstrated implementation of procedures for incoming package receipt, vial inventory, area

contamination surveys, waste handling, and incident response.

The inspector reviewed a selection of licensee records, including monthly and semiannual inventories, area survey

results, periodic reports of transfer as required by 10 CFR 32.35(c), and shipping records to demonstrate compliance with

NRC export requirements.

No violations ofNRC requirements were identified as a result of this inspection.
