August 14, 2019 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security
& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520
Dear Mr. DeLaBarre:
Enclosed is an application dated August 6, 2019, recently received by the U.S. Nuclear Regulatory Commission (NRC), from Thermo Fisher Scientific, requesting amendment No. 01 to its existing license, XSNM3754. The license presently authorizes the export of 51 fission chambers, containing high-enriched uranium to the United Arab Emirates, for use in neutron flux monitoring systems at the Barakah Nuclear Power Plant.
The purpose of the amendment is to extend the date of expiration from August 15, 2019, to August 15, 2024, and change the address of the ultimate consignee from its corporate headquarters to the Barakah Nuclear Power Plant site.
There are no changes to the terms and conditions of the existing license being requested.
Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period, and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.
Sincerely, 8/14/2019 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosure:
