This routine unannounced inspection involved 17 inspector-hours onsite in the areas of radiological environmental monitoring program including management controls; inspection of environmental monitoring stations; review of environmental monitoring dat.a; analytical sensitivity for radiological samples; and review of radiological environmental monitoring procedures.
Results 01' the five areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on Mau 11, 1979 with those persons indicated in Faragraph 1 above.

Program Management License number SNM-778, Appendix H, paragraph 5, contains the requirements for the licensee's radiological environmental monitoring program at the Lynchburg Research Center (LRC). Figures 2.1 and 2.2 (pages 2-9 and 2-10) of Amendment No. 8, Revision No. 13 assign responsibility and authority to specific organizatious and individuals with designation to responsible management and supervision. Although there has been a change in management structure with regcrds to overall managerial jurisdiction, the licensee's basic program and procedures for the radiological environmentsl monitoring program remain essentially the same; the inspector made the determination that the program apparentl; still conformr to the license requirements.

Implementation of the Monitoring Program The inspector examined the air and rainwater monitoring stations as well as the seven TLD stations. It was noted that at TLD stations No. 3 and 6, water had infiltrated the outside plastic heat-scaled envelope.
Examination of this outer envelope at station No. 3 revealed that during the heat sealing process, the temperature may have been high enough to melt the plastic at the seal causing a loss of seal integrity. Water may subsequently have entered the defective seal. Water did not penetrate the inside package and there was no evidence that the TLD was affected.
It was noted at TLD station No. 6, that a small amount of water seemed to have leaked into the outer package.
There was not sufficient water to discolor the paper identification tags in the envelope, but once again a defective heat seal of the outer envelcpe was suspected. Again, the TLD itself was not compromised.

' One TLD station, No. 5, appeared to show higher than normal radiation levels for thelast three quarters of 1978. The readings for these TLD's as shown by the contractor's data reports were as follows:

60 A site survey at this location revealed that a possible source of these readings came from a vaste storage building.
A licensee representative said this matter would be investigated, and that he would probably move the TLD station a few feet in order to obtain more representative data.

Quality Control of Analytical Measurements There are no license requirements with respect to quality control. A licensee representative stated that Eberline Inc., had been requested to furnish information on their quality control program for the environmental monitoring samples which they analyze for the licensee.
