Dear Mr. Reid:

The Toledo Edison Company has been pursuing a multiphase program to evaluate the effects of asy=netric LOCA loads at Davis-Besse Nuclear Power Station Unit 1 (DS-1) as a participant in the B&W 177 ?A Owners Group in response to the NRC letter dated January 20, 1978 from Victor Stello.

Phase 1 conclusions were presented earlier to the NRC Staff at a December 12, 1978 meeting and at the same time an outline for Phase 2 was presented for NRC staf f review. The te rmination dare for Phase 2 at that time was identified as mid-March, 1980. The purpose of this letter is to advise you in a delay in the Phase 2 program ccepletion. The new completion date is July, 1980. We also wish to confirm that seismic loads will not be combined with LCCA loads during Phase 2. This, also, was previously discussed with the NRC staff ir. the aforementioned meeting.

If you desire to review the progress of Phase 2 and/or have any questions concerning the exteaded schedule completion. a meeting can be scheduled f'r August 8, 1979 at the Babcock and Wilcox Company of fice in Lynchburg,

the methodology and assumptions applicable to our Phase 2 program.

Attached is a copy of the B&W report entitled "B&W 177 FA Owners Group Asymmetric LOCA Loads Evaluations Program, Phase 2", dated April 10, 1979 which defines the Phase 2 program. As mentioned,the conclusions will not be available until July,1980 in lieu of April, 1980 stated on page 7 of the report.
