?l'SMUD SACRAMENTr MUNICIPAL UTILITY DISTRICT C) 6201 S Street. Box 15830, Sacramento, California 97J13; (916) 452-3211 July 27, 1979 Mr. Victor Stello, Jr.

Director, Division of Operating Reactirs Office of Nuclear Reactor Regulation Nuclear Regulatory Commission Washington, DC 20355 Docket No. 50-312 Rancho Seco Nuclear Generating Station, Unit 1

Dear Mr. Stello:

Enclosed, please find the balance of information requested in your letter of May 25, 1979.

All feedwater piping weld joints inside the containment received mag-netic particle examination during fabrication and 100% radiographic examination af ter fabrication.

The feedwater piping within the containment was fabricated to ANSI B31.7, Nuclear Power Piping,1969 edition.

All piping, fittings and weld filler material was inpact tested in accordance with the 1969 edition of Section III of the ASME Boiler and Pressure Vessel Code, at -11* F or lowe r.

The minimum impact energy for the average of three specimens and for any individual specimen was 20 foot-pounds.

No preservice examinations were performed other than the examinations outlined above following construction. These examinations may be used in lieu of p eoperational examinations per paragraph ISC-230 of Section XI (1971 Edition, Winter 1972 Aadenda) as the examination results are suitable for comparison with subsequent inse.vice examinations and examination records are available at the plant and are identified in a form conciatent with requirements of ISC-600.

Inservice examinations performed to date are outlined in Table 1.

No repo rtab le indications have been noted in inspections to date.

The schedule and extent of inservice inspection is attached as Table 2.

During hot functional testing, there was one occurrence o f "wate r hamrer."

This occurred when feedwater cleanup was being maintained concurrent with supplying los feedflow tc the steam generatoro, shen feedwater cleanup flow was reduced, the feedwater line to the steam generator was exposed to I

fl

/103 d,,.-.ILT

$f 7 908010N i

Mr. Victor Stello July 27, 1979 condenser vacuum. This problem has been permaaently corrected by installing a feedwater cleanup line upstream of the steam generator feedwater ccatrol valve.

With this arrangement, feedwater cleanup flow and steam generator feedwater flow can be controlled '.adependently.

Feedwater l'.ne pressure downstream of the feedwater control valve cannot be exposed to condenser vacuum.

This occurrence of water hammer was not related to feedwater nozzle uncovering. The ana. lyses of the main and auxiliary feedwater systems did not include the use of dynamic forcing functions to acco=modate flow instabilities associated with uncovering of steam generator feedwater nozzles.

Since the steam generator reedwater nozzles are not submerged, Rancho Seco Unit No. 1 is not susceptible to the same type of occurrence experienced with systems using submerged feedwater nozzle design. There is no plan to investi-gate a potential trar.sient involving uncovering of steam generator feedwater nozzles.

Water chemistry control is maintained with the AVT process.

Full flow demineralizers are utilized through all ranges of power operation and during startup. A summary of operating cbenistry specifications appears in Table 3.
