Appendix A NOTICf. OF VIOLATION Commonwealth Edison Company Docket t No. 50-2!.9 Based on the inspectica conducted on May 1-June 1, 1979, it appears that certain of, ur act ivities were in noncompliance with NRC requirements, as noted below.
This item is an infract.iun.
Unit 3 Technical Specifications, Section 3.9.A.5 requires that the reactor raall not be made critical unless the two station 250 volt batteries and a battery charger for each battery are operable.
Co_itrary to the above, on April 24, 1979, the Unit 3 reactor was made critical with the Unit 2 250 volt battery not operable.
