issues -- the Licensing Board hereby grants the Motion for Consolida-tion of Citizens Energy Forum, dated May 25, 1979, and orders the consolidation in this special proceeding of Citizens Energy Forum and Potomac Alliance under the management of the latter for the purposes of the presentation of evidence, cross examination, briefs, proposed findings of fact and conclusion of law, arguments and any appeals.
