4 Febraska Public Power District Cooper Nuclear Station Docket No. 50-298 N,0TICE OF VIOLATION Based on the results of an NRC inspection conducted on May 1-4 and 14-15,1979, it appears that cartain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Criterion VI of Appendix B to 10 CFR 50, requires that measures shall be establinhed to control the issuance of documents, such as instructions, procedures and drawings, incluling changes thereto, which prescribe all activities affecting quality.
These meeaures shall assure that documents, including changes, are reviewed for adequacy and approved for release by authorized personnel and are distributed to and used at the location where the prescribed activity is performed.
The Cooper Station QA Manual, Section 2.6, requires that procedures, including revisions, for activities affecting quality be controlled and distributed to the locations where the activity is taking place.
Contrary to the above requirements, on Fby 1,1979, maintenance was being performed on a standby liquid control system relief valve, an activity affecting quality, and the latest revision (Revision 2) of controlling procedure, Procedure No. 7.2.35, was not at the work location.
This is an infraction.
