I PREFACE This annual report is issued by The Detroit Edison Company in com-pliance with the provisionc of the United States Nuclear Regulartoy Commission, Provisional Operating License No. DPR-9, as amended, and is inter.ded to provide a summary of the status and events at the decom-missicned Enrico Fermi Atomic Power Plant during the past twelve months.
II RETIREMENT STATUS Sodium Passivatien The primary system, established during decommissioning, and consisting of the reactor vessel, primary sodium piping, primary shield tank, machinery dome, primary sodium service system and secondary sodium system extending out to welded pipe caps remains blanketed with Carbon Dioxide.
This was done to passivate any sodium deposits remaining af ter the systems had been drained.
A continuous supply of carbon dioxide maintains this cover gas at approximately 2 inches of water column pressure.
Primarr Sodium Storage There has been no change in sodium inventory from the previous annual report (EF-124), dated June 30, 1978.
Periodic inspections for evi-dence of sodium leakage were performed in accordance with Technical Specifications and described in Section IV of this report.

Administrative and Surveillance ProceduresSection VI and VII of the procedures manual were reviewed and updated.
Section VI F was modified to emphasize mandatory use of the controlled area entry log, and exit contamination survey requirements including signature verification that such surveys are done.
Section VI Procedure K was added to establish the outline of a training program for new Power Plant Operators (who will be added to the authorized personnel for entry to protected areas - Table II -) and for general Custodial Agent training review programs.
Section VII Table 2 was revised to show the current listing of Custodial Delegates and Custodial Agents.
Table 3 was revised to reflect the change in Review Committee and Audit Subcommittee personnel.
(E. M. Page was appointed to replace R. E. Baer as an Audit Subcommittee member.) Table V was revised to show the same changes and the Official Copy of the Administrative and Surveillance Procedures, Table V contains signatures of the Custodial Delegates and Agents to verify that they have reviewed and updated themselves on the requirements of their assignments.
There were no other deletions or additions to the administrative and surveillance procedures during this reporting period.
III HEALTH PHYSICS Personnel Exposure There are twenty-four (24) thermoluminescent dosimeters processed month ly.
Records indicate nine (9) exposures greater than 10 MREM.
The highest exposure was 39 MREM and the remaining exposures between 13 and 32 MREM.

1 417 0C Environmental Surveys A total of twenty (20) environmental sample analyses of raw surface city water and sediment were reported during this period.
water, raw Sample analyses covered the period from June, 1978 through June, 1979.
The results of these samples were within the nomal range experienced in the past.
These values are given in the Periodic Test Activities,Section IV.
IV Periodic Test Activities Weekly Tests and Inspections 1.
Water Intrusion Alarm - Continuity tests of the water intrusion alarm circuits for FARB, lower Reactor Building and biological shield wall areas, were conducted as required by Technical Spec-ification.
No discrepancies were encountered during this reporting period.

Sodium Drum Inspection - Storage tanks and drums of frozen sodium stored in the Reactor Building were inspected for evidence of leakage.
Weekly inspections revealed no leakage or discrepancies.

Controlled Area Inspections - Visual inspection of fence, gates, doors (locked), operation of sump pumps and liquid level of MK-15 in the FARB were conducted within specified intervals.
No discrepancies were found during this reporting period.
Quarterly Tests 1.
Smear Surveys - The Reactor Building and FARB were checked for presence of gamma radiation and trans ferable contamination.
The results of these smear surveys indicated no decontamination procedures were required.

<3.6 3.6 Semi-Annual Tests Water Intrusion Alarms - Both of the required semi-annual functional tests of the water intrusion detectors in the FARB, lower Reactor Building and biological shield wall were successfully conducted; one on 7-12-78 and the other on 1-12-79.

- Measurement errors greater than 100 percent computed at the 95 percent confidence level.
The above results are similar to past results indicatinn no influence from the plant.
Carbon Dioxide Cover Gas Pressure The semi-annual test of the Hi and to Pressure alarm settings were succe ss fully comple ted on 7-14-7o and 1-22-79.
Setpoints were within the limits established and no adjustments were required.
Annual Tests Carbon Dioxide Cover Cas Pressure Relief Valve The annual tes t of the carbon dioxide cover gas pressure relief valve setting was successfully completed on June 7, 1979.
The relie f act-uation pressure of 5 PSIG was verified.

Audit Subcommittee Present members of the Audit Subcommittee are:
Mr. E. M. Page and Mr. R. G.
Rateick.
They report to the Site Custodian twice a year and the Review Committee once a year.
The Subcommittee met at the facility on 11/14/78 and 4/30/78, for ins-pection of the facility and review of records and procedures in accordance with Technical Specifications. Memorandums containing their findings are on file. The Review Committee will discuss the findings of the Audit Subcommittee in their regular annual meeting required to be convened between June 30, 19 79 and August 31, 1979.
VI Noteworthy Items FARE Wate r Intrusion Alarm The FARB hot sump water intrusion alarm disclosed high water level on 3-1-79.
Investigation revealed the float operated switch on (11 pump had become stuck due to corrosion.
The back up pump #2 also had binding of the float operated switch and the pump was physically bound up.
The #1 pump was made operable by f reeing up the float operated switch. The back up pump (*2 is in the process of being repaired or replaced.
3ss 17 051 as News Media Interest As a result of the Three Mile Island inciaent, the local news media became interested in the decommissioned facility during April and May, 1979.
TV Channel 4 - Detroit (WDIV) were taken into the containment on April 2, 1979, to make a video tape for a news program.
They had a very negative attitude and on April 5,1979, they petitioned the NRC Region III requesting an inquiry into the practice of " storing radio-active waste" material (Primary sodium) and the practice of escorti'g visitors without " protective coverings".
TV Channel 7 was also on site that day.
As a result of the Channel 4 program, other news media including TV Channel 13 - Toledo and the Monroe Evening Newspaper took an active interest in the facility. Fortunately, they were more rational.
