In 1961, necotiations took place ar ong the Atoraic Energy Conaission (MC), the Nev York Atonic I escarch and Development Autho7ity (:NAPD A), and the Davison Chenical Conpany (now ':nc/.In a s ':ucinar Fuel Cervj t.es, Inc. Or T:FS) for the developnen t of a co~. narc i al nuclear fuel reprocessing facility.

Such a plant,ca s ouilt in l'e :t Valley, Tiew York under an agreenent between ?,TS and NYARDA.

The plant was granted an AEC license to operate in 1966 and operated through 1972.

Seventy-five percent of the reprocessed fuel used by IJFS at I:est Vallcy was m1pplied l'y f-he AEC.

Prior to cons truc tion, regotiations took place concerning nuclear waste nanagenent for the Fest Valley facility.

In 1962, the AEC indicated that the storace of nuclear waste is a governneat responsibility because private corporations cannot be e:<pe c ted to undertake tne responsi-bility in perpetuity.

In order to cc nfi-costs of perpetual care of nuclear bastcs at Ue IWAPDA requested Sidney ft. Stoller Associatas tre an estinate of the fund that should be set r the perpetual care of radioactive 'lastes.

The result the Stoller report concluded that a perpetual care fund of four nillion dollars would be sufficient for the perpetual care of each filled storage tank, 415 358 g
