Suoject: NRC Inspection at Headquarters and NFuL Sites This refers to an inspection conducted by Messrs. W. J. Cooley and F. F. Fong of this office on March 26-30, 1979 and to the discussions held by them with Messrs. R. J. Jones and M. E. Remley of your staff at the conclusion of '.1e inspection.

Areas examir.ad during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, inter-views wi',3 personrel, and observations by the inspectors.

No items of noncompliance with NRC requirements were identified within the scope of this inspection.

During the inspection cne item was cbserved which, while not an item of

'f noncompliance, gave the inspectors concern.

It was observed that the j

final publication of the Nuclear Safety Analysis addressed to changes in N

storage configurations in the Desoto Avenue main vault had not been D

accomplished. Those changes ~ curred near the end of December,1978. It d) was observed that the requireo criticality calculations for the change in the vault configuration had been accomplished, reviewed by the Chair-d man of the Fuels Committee, and reviewed by a member of the Reactor L

Physics Gr'up.

Nevertheless, we believe the Nuclear Safety Analysis publicatic should be accomplished prior to the implementation of changes o this magnitude. No reply to this observation is required at this time 7907300245 o/C/1 434 19 f'
