Surry Nuclear Plant Radiation Safety Baseline Inspection Initial Information Request Inspection Report: 2019003 During the week of September 16, 2019, the Nuclear Regulatory Commission (NRC) will perform the baseline Radiation Safety Inspection at the Surry Nuclear Plant (NRC inspection procedures 71124.06, 71124.07 and 71151 Public Cornerstone only).

Experience has shown that this inspection is resource intensive for both the NRC inspectors and your staff. To minimize the impact to your onsite resources and to ensure a productive inspection, we are requesting in advance documents needed for this activity. It is important that the documents are up-to-date and complete, thereby minimizing the number of additional documents requested during the preparation and/or the onsite portions of the inspection. The NRC requests that these documents be provided to the inspectors no later than September 9, 2019.

Please organize the information as it is arranged below to the extent possible. Experience has shown that a poorly organized response leads to a less efficient inspection and places additional burden on licensee staff. Pay particular attention to the date ranges for the items requested as they may change from item to item. If there are questions regarding the documents requested, or if the documents cannot be provided by the due date, please do not hesitate to contact the lead inspector.

1. Schedule of routine effluent and REMP sampling activities (e.g., stacks sampled on Monday, REMP run Tuesday).
2. Plant, Chemistry, and Radiation Protection organizational charts, including personnel involved in effluent sampling and reporting, Radiological Environmental Monitoring Program (REMP) sampling and reporting.
3. Current version/revision of Offsite Dose Calculation Manual (ODCM) including a list of changes made in the latest revision.
4. Annual Radiological Environmental Operating Reports (AREOR) for calendar years (CY) 2017 and 2018.
5. The most current Land Use Census and with list of changes to the prior Land Use Census.
6. Annual Radiological Effluent Release Reports (ARERR) documents for CY 2017 and 2018.
7. Current 10 CFR Part 61 Analysis Results for dry active waste (DAW) and primary resin.
8. Audits and self-assessments performed since August 31, 2017 that encompass the areas of (1) radiological effluents; and (2) radiological environmental monitoring, to include the meteorological tower.

a) RF Liquid Waste Disposal Radiation Monitor b) C.W. Discharge Tunnel Radiation Monitor c) U1 Process Vent Normal Range d) U2 Vent Vent Normal Range e) U1 Vent Vent High Range f) U2 Process Vent High Range.

6. Documentation for the radioactive sources used to calibrate the instruments in item 5 above

71151 - Performance Indicator Verification (Public Cornerstone)

Last inspected: October 2018

1. Procedure(s) for gathering and reporting PI data
2. List of all CRs related to effluent dose/ODCM issues since October 1, 2018. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.

Onsite Assistance During Inspection

  • Plant walk-downs of effluent radiation monitoring systems
  • Walk down of the filtered ventilation system whose test results were requested.
  • Observation (if available) of routine processing and discharge of radioactive gaseous effluent (including sample collection and analysis).
  • Observation of any environmental sample collections during the week of the inspection.
  • Walkdown (if needed) of ground water monitoring well locations and/or structures, systems, or components (SSCs) identified in by the sites GWPI.
