Dear Mr. Keppler:

Reference (a) contained the results of an inspection conducted by Dr. M.

J. Oestmann of your office on April 10-12, 16, and 18, 1979 of activities at Zion Station.

During this inspection, certain activities appeared to be in noncompliance with NRC requirements.

Certain other activities appeared to be a deviation from prior commitments made to the NRC.

Commonwealth Edison Company's responses to the item of noncompliance and iron of deviation are contained in Attachments A and B to this lett Please address any additional questions that you might have concerning this matter to this office.

Section 4.16, 'Jabic 4.16-1, Item 3, of Appendix A, Technical Specifications, requires that fish shall tu collected aemi-annually and gamma isotopic analysis of fish be conducted.

Contrary to the above, the licensee failed to collect 21sh the second half of 1978 and conduct the required analysis.

f_0_RRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED The scheduled fish collection was planned for October,

'978 but due to an oversight, the collection was not made.

In fact, the missed collection went undetected by the four persons responsible for the program -- the field collector, the field collector's supervisor (both of whom work for Eberline) and the two individuals in Commonwealth Edison Company's Production Systems

FORRECTIVE ACT ON TO BE TAKDI TO AVOID FURTFER NONCC'4PLIANCE To provide greater assurance of sample collection, Commonwealth Edison's monthly reports were revised in January, 1979 to contain a list of deviat' s from scheduled sampling and the corrective actions taken.

DATE OF FULL COMPLIANCE Full compliance has been a.chieved at this time.

Commonwealth Edison NEC Docket Nos. 50-295/304 ATTACHMENT B DEVIATION The objective of Section 4.16 of Appendix A, Technical Specifications, requires the licensee to establish a radiological aconitoring program adequate to measure changes in the levels of environmental radioactivity due to plant effluents.

Contrary to the above, the licensee failed to place the thermoluminescent dosimeters (TLD) at Onsite Stations #1 and 3 dequately in that the mounting of the TLD material precluded measurement of Xe-133 and other plant effluents.

_CORRSCTIVE ACTION TAKEN OR PLANNED The thermoluminescent dosimeters (TLDs) were placed in the steel air sampler housing at Onsite Stations #1 and 3 because of repeated vandalism by visitors tc Illinois Beach State Park cid in the open area north of the station.

On April 18, 197P.

the TLD2 were placed outside the housing and will remain there.

a acd ttion, the contractor was instructed to inspect on a weekly basis all TLD sites to ensure proper placement for achieving their antanded fanction.

The contractor was also instructed to note tne inspection and any findings on the weekly sample collection data sheets.
