I am forwarding for your review and comment the draft environmental impact documentation identified in the enclosure to this letter.
The Draft Environ;.. ental Statement was prepared by my staff in accordance with the statement of general policy and procedure on implementation of the National Environmental Policy Act of 1969, as set forth in the Commission's regulations, 10 CFR Part 51. The statement has today been sent to the Environmental Protection Agency and notice of its availability is being forwarded to the Office of the Federal Register for publication.
Coments will be due within 60 days after publication in the Federal Registe*
of the Environmental Protection Agency's listing notifying the public of issuance of the impact statement.

In particular, please give us your coments on those sections of the statement that discuss topics for which EPA has primary responsibility (Sects. 4.2, 4.3.2, 5.2.2, 5.3, 5.5.2, 6, 9.3, 10.1, 10.-.2, 10.3.1, 10.4.2.2, and Appendix C).
We also request that you reexamine your pre-liminary draft NPDES permit (Appendix F) with respect to radiological releases.
It appears that the present wording of the document would prohibit any radiological relecses; it should be made clear that this restriccion applies only to the construction phase.
In December 1975 the NRC and the Environmental Protection Agency (EPA) executed a Memorandum of Understanding relating to the regulation of nuclear power staticns.
One provision of this memorandum is that the M

Ms. Janet Smith NRC and the EPA will work closely together during the environmental review of nuclear stations proposed for construction, with the NRC servinr, as the lead agency.
In accordance with the provisions of the Memorandum of Understanding, you will be given the opportunity to participate in the review of comments made by other Federal, State and local agencies concerning the Draft Statement.
You will be asked to assist in the preparation of the Final Statement.
If there are areas of disagreement between the NRC and EPA which cannot be resolved prior to issuance of the Final Statement, both the NP' 's and the EPA's views will be accurately et forth in the Final S ta teme,'t.
