Pursuant to 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company hereby proposes amendments to the Plant liatch Units 1 and 2 Technical Specifications (Appendix B to the Operating Licenses). The proposed change will allow an extension of the 90 day reporting requirement for the Annual Environ-mental Surveillance Report when radiological or nonradiological data results are not available within this required time frame. This change has been requested because some radiological sample results are not received from Con-tract Labs in time to be included in the report within 90 days. Therefore, this change will allow an extension of the 90 day reporting requirements when this type situation occurs.

The Plant Review Board and Safety Review Beard have reviewed and approved this proposed change to the Plant IIatch Units 1 and 2 Technical Specifications and have determined that it does not involve an unreviewed safety question.

The probability of an accident is not increased nor is the possibility for f ailures of a dif ferent type not previously considered introduced, since this is strictly an administrative reporting requirement change. The margin of safety as defined in the Technical Specifications is not reduced due to this change because no setpoints or safety limits have been af fected.

Note that the changed page which is attached is identical for both Units 1 and 2. Enclosed is a check for $1,600.00 as required by 10 CFR 170.12(c).

ATTACHMENT 1 NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 PROPOSED CHANCES TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.12 (c), Georgia Power Company has evaluated the attached proposed amendment to Operating Licenses DPR-57 and NPF-5 and have determined that:

a) The proposed amendment does not require the evaluation of a new Safety Analysis Report or rewrite of the facility license; b) The proposed amendment does not contain several complex issues, does not involve ACRS review, or does not require an environmental impact statement; c) The proposed amendment does not involve a complex issue, an environ-mental issue or more than one eafety issue; d) The proposed amendment is administrative in nature; namely, allowing an extension of the 90 day reporting requirement for the Annual Environmental Surveillance Report when radiological or nonradiological data results are not available within this time frame; and c) The proposed amendment is therefore a Class II amendment.

A summary of A. 1 instances of ETS noncompliance and corrective actions taken to remedy them; B. changes to Federal and State permits and certificates made in accordance with Section 5.7.3; C. changes to the EPDD; D. changes in station design or operation which could involve an environmental impact or change in the findings of the final environmental statement; E. changes to the ETS; and F. copies of all reports regarding station discharges made in accordance with NPDES permit No. GA 0004120 (and subsequent revisions); these shall include reports made in accordance wita Parts 13 and III of the NPDES permit.

If harmful effects or evidence of irreversible damage are detected by monitoring, the licensee shall provide a further analysis of the problem and a proposed course of action to alleviate the problem.

Resu1ts of analysis of environmental data collected shall be summarized and tabulated on an annual basis. In the event that some results are not available within 90 days af ter January 1, the report shall be submitted noting and explaining the missing results. The missing data shall be submitted as soon thereaf ter as possible in a supplementary report.

b. Radioactive Effluent Release Report A report on the radioactive discharges released from the site during the previous 6 months of operation shall be submitted to the NRC within 60 days after January 1 and July 1 of each year. The reports shall include a summary, as outlined in Regulatory Guide 1.21, " Measuring, Evaluating, 368 10e3 end Regereing Radioectivity in Se11d Wastes and Re1eesee of Radioactive Materials in Liquid and Gaseous' Effluents from Light-Water-Cooled Nuclear Power Plants," of the quantities of radioactive liquid and gaseous effluents and solid vaste released from the plant.
