Dear Mr. Keppler:
The following is in response to an inspection conducted by Mr. M. Riden on March 26-28, 1979 of activities at Dresden Station Units 1, 2 and 3.
Reference (a) indicated that one item appeared to be a deviation from commitments which had been made in previous correspondence with the Commission.
.5ministrative controls are now in existence which address the need to minimize the amount of combustibles in safety-related areas.
The procedures which specifically address control of combustibles are DAP l-5,
" Supervision of Contractors," DOS-1600-10, Control of Combustibles in the Drywell," DFPP 4165-1, " Cleaning of Cable Trays, Penetrations, and Panels," and DAP 7-12, " Plant Cleanliness Inspection Program. "
To ensure that untreated wcod is controlled and that wood used in safety-related areas is treated with a flame retardant, DAP 7-12 will be revised by June 29, 1979 to comply with the guidance given in Appendix A to RTP 9.5-1, Attachment 3, Paragraph (e).

NRC Docket Nos. 50-10/237/249 Commonwealth Edison ATTACHMENT A RESPONSE TO NOTICE OF DEVIATION The item of deviation identified in Appendix B to the NRC letter dated May 10, 1979 is responded to in the following paragraphs.
1.
The licensee has made commitments to establish an administrative procedure for control of combustibles in response to BTP 9.5-1.
Contrary to the above, the licensee has not developed a procedure for control of combustibles.
Discussion Dresden Station practices require that minimal combustible materials b.c stored in the reactor building.
The implementation of this policy occurs through the use of Company and Dresden Station approved procedures.
The Handbook of Safety and Accident Prevention Rules for Commonwealth Edison and the Work Practice Manual for generating stations address fire prevention with respect to general fire hazards (wood, oily rags, paper, etc.), good house-keeping practices, flammable liquids, and gas.
Dresden Station approved procedures which specifically address control of combustibles include DAP l-5, ' Supervision of Contractors," DOS 1600-10, " Control of Combustibles in the Drywell," DFPP 4165-1, " Cleaning of Cable Trays, Penetrations, and Panels," and DAP 7-12, " Plant Cleanliness Inspection Program. " These practices and procedures require that combustible materials should not be used when substitutes are available.
When combustible materials are used, they are controlled as to their fire hazard.
In addition, bid specifications for work by contractors in safety-related areas specify the use of fire retardant materials.
None of these practices have required, however, that all wood used in safety-related areas should be con-trolled to assure that it is treated with a flame retardant.
Corrective Action to Prevent Recurrence and Date of Full Comoliance To ensure that the Dresden Station Procedures meet the guidance given in Appendix A to BTP 9.5-1, Attachment 3, for the control of combustibles, Dresden Administrative Procedure, DAP 7-12 will be revised.
The revision will ensure that the handling and limitations on the use of combustibles in safety-related areas is specifically addressed and will assure that these items are not stored in safety-related areas.
In addition, for transient fire loads, additional portable suppression equipment will be brought into the area as required.
Finally, with the exception of transient 415 i89
Commonwealth Edison NRC Docket Nos. 50-10/237/249 use of shipping material and pallets, the procedure will specify that wood used in safety-related areas must be treated with a flame retardant.
This procedural revision to DAP 7-12 will be completed and approved by June 29, 1979.
The Station will be in full compliance with Attachment 3 to Appendix A of BTP 9.5-1 at that time.
