Gentlemen:

The Georgia Power Company wishes to submit the following information concerning the noncompliance discussed in your inspection report number 50-424/79-08 ar' 50-425/79-08.

Nonconformance Reports have been issue 1 identifying the areas of concern.

A stop work order has been written for Category I backfill operations until resolution of these problems are reached.

The Georgia Power Company's field testing personnel are presently testing for moisture using the " pan dry" and the " oven dry" methods. The results of these tests will be reviewed for correlation and will be presented to the Bechtel Power Corporation soils engineers. Field testing personnel have received additional instructions in the requirements for documenting all test results.

The fill material placed on March 12, 1979 has been removed and acceptable material placed with appropriate testirg accomplished and docurented. 4 Fill Failure Notice was not writter fy donsity tests nos. 1217 and 1219 because the tests were in compliance with the specification requirenents. Specifications X2AP01 paragrapn C2.2.7.C.1, and X2AB01 paragraph 6.3.A state:

"The Category I backfill shall be compacted to an average of 97 pert.ent of the maximum dry density with not more than 10 percent of th? tests below 95 percent and no test below 93 percent

. . The aerage compaction shall be evaluated for each set of twenty field dersity tests made af ter placement in any area in which fill is placed."
