Per Reference (a), Ccmmonwealth Edison Company requested a license amendment to increase the allowable LOCA peaking factor limit from 1.86 to 1.93 based on an ECCS reanalysis.

Reference (b) contains Commonwealth Edison's response to an NRC Staff request for additional information with regard to Reference ( a).

With the current F peaking fac.or limit of 1.86, g

the Zion units are restrictec from operating over the full range of power distributions, including load follow maneuvers, allowable under Constant Axial Offset Control (CACC).

Although Zion Unit 1 is able to operate at full rated power by operating in a Base Load mode, this type of operation significantly restricts the operational flexibility of the unit.

In addition, Zion Unit 2 is currently restricted to about 94% of rated power and this restriction will remain during the current summer peak 00 c.7 y, 7907200 %6 366 027

However, an incr20:e in the Fa packing factor limit u

frca 2 vnlue of 1.56 to 1.93 culd reduce this coctly power restriction by cbout,% ?. 3 well as increase the opera icnol flexibility of Zicn Unit 1.

Therefore, with these considerations in mind, Commonwealth Edison raquests that the NRC Sr:ff expeditiously corolete their review and approve the rmendment change contained ir Reference (a).
