TMI - 2 Evaluation Program

Dear Dr. Denton:

At the meeting of June 13, 1979, which you called for the purpose of dis-cussing licensing impacts resulting from TMI - 2, you expressed disappoint-cent in the reaction of the industry to TMI - 2.

In this regard, this letter will provide a summary of the ongoing activities within Louisiana Power & Light Company to evaluate the TMI - 2 incident.

Since >bech 28, 1979 Waterford 3 Project personnel have been actively partic-ipating in activities to evaluate the ef fect of the TMI - 2 incident on the design and future operations of Waterford 3.

These activities include the following:

1.

The review of the various correspondence related to TMI - 2, including all correspondence received from the Nuclear Regulatory Commission, Edison Electric Institute, Electric Power Resecrch Institute, Atomic Industrial Forum, Combustion Engineering Incorporated, and other electric utilities.

2.

The performance of an evaluation the preliminary secuence of events at TMI - 2 to identify the differences and similiarities in design between TMI - 2 and Waterford 3.

3.

?articipation in meetings sponsored by Combustion Engineering Incorporated to discuss the TMI - 2 incident.

4.

Participation by a member of the Waterford 3 Startup Group in onsite activities at TMI - 2 during the period April 13, g

Participation in functions of the EPRI/ Nuclear Safety Analysis Center, which is performing a detailed analysis and evaluation of the TMI - 2 incident.

Participation in Combustion Engineering's Post TMI Evaluation Program.

In addition to the activities of the Waterford 3 Project personnel, Louisiana Power & Light Company has embarked on an accelerated public awareness program.

The program, which is being co-ordinated by the Public ' elations Department, has the objective of making the general public in our st vice area mcre aware of the technical aspects of nuclear power, the benefits if nuclear power, aad the role nuclear power plays in our nation's energy supply.

In addition to our public awareness program, Louisiana Power & Light Company has aggressively urged, and continues to urge, Congress to consider the effects of delays in nuclear power plant licensing as a result of the Nuclear Regulatory Commission's TMI - 2 investigation effort.

We hope these urgings will be helpful to the Nuclear Regulatory Commission in obtaining the human resources needed to carry on without delay, the critically needed licensing efforts in conjunction with the TMI - 2 investigation.

We believe that we have in the past accomplished a continuing review of Waterford 3 design and have kept abreast of licensing events and other dockets for the purpose of making changes to further improve the safety of the unit.

We have also been keenly aware of the necessity of simplifying and making more efficient the presentation of information and guidance to the operators.

In this regard, LP&L has incorporated into the Waterford 3 unit a redundant plant computer system of a very advanced design.

The numerous functions designed into this redundant system are intended to assist the operator in the supervision and analysis of plant conditions.

The industry through the efforts of the Edison Electric Institute, Atomic Industrial Forum, and the Electric Power Research Institute has developed a coherent evaluation process and it has become apparent, based on our review of the information available on the TMI - 2 incident to date, that there is now substant've information being provided by these industry sources.

Louisiana Power & Light Company has established a TMI - 2 Task Force to review and assess, in detail, the potential effects of TMI - 2 upon the desigr and future operation of Waterford 3.

The task force will use as one source of information the various substantive reports forthcoming from the industry investigations and other sources.

The goal of the task force will be to provide specific recommendations for the implementation of changes in Waterford 3 design and future operations where they are assessed to be necessary.

Denton July 17, 1979 Page 3 The task force will be charged with c>aluating the full spectrum of concerns resulting from ongoing investigations as they apply to Waterford 3 design and future operations. We intend to accomplish this evaluation in a prompt manner so that continued construction does not foreclose the incorporation of those design alternatives necessary to acceptable safety.

We hope to be aole to report to you in the near future the results of our task force's work.

At the June 13 meeting in your offices discussion was held about the value of another meeting within 2-3 weeks to receive an update on your efforts to obtain additional qualified personnel for review of permits now pending.

Since four weeks have passed we are anxious to know about the schedule and plans for this meeting.

Please advise what the immediate plans are.
