0.1 p_ureose The purpose of this plan is to define the Exxon Nuclear Company quality assurance program for shipping containers used by the ',uclear Fuels Cepartment that are required to be licensed per 10 CFR 71, Appendix E.
0.2 Scoce 0.2.1 The scope of this progra,. includes design, procurement, fabrication, assembly, maii.tenance, modification, and repair of shipping containers intended for use to ship unirradiated nuclear fuel and radioactivs material.
0.2.2 This program applies to the nuclear and radiological safety-related and functional performance characteristics of shipping contairers to the extent justified by the rela-tive importal.cc of the characteristic involved.
Certain major features, such as fuel bundle container strongback design and material type will receive prime attention, whereas standard nuts, bolts and packaging materials warrant little QA/QC effort.
0.2.3 In cases where changes are being made to an already li-censed container, this program shall be limited to the design, procurenent, fabrication, and assembly activities associated with the change being made and not to the entire previously existing container design.
0.2.0 The use of shipping containers to store and ship fuel is outside tne scope of this docu"ent and is covered under XL-NF-1A, Rev. 2.

0.6 Definitions Accept:
The accept function is assigned to responsible Exxon Nuclear line managers to whom approval authority is not delegated, but who must accept the documented require-ments as operable, within budget and consistent with the execution of their.ssigned responsibility.
Approve-The approve function is reserved for responsible line managers who have been delegated approval responsiblity.
The approval signifies line management approval for all aspects within the scope of delegated authority.
Audit: An activity to determine, thrcugh investigation, the adequacy of and adherence to established procedures and instruction, and the ef fectiveness of implementation.
Characteristic: Any prcperty or attribute of an item, process or service that is distinct, describable, and measurable, as conforming or nonconforming to specified quality requirement:.
Quality characteristics are generally identified in specifications and drawings which describe the item, process, or service.
Concur:
The concur function is assigned to staff managers or others and is exercised in the areas of responsibility delegated and signifies agreement.

A material or component which has one or more cnaracteristics that do not comply with specified requirements.
Design Criteria:
Exxon Nuclear imposed requirements cca-bining safety, technical, material choice, quality control, and compatibility factors which serve as the basis for design, including desicn methods, engineering, process, environmtntal impact, and appropriate standards and codes.
Design Package:
A compilatien of a Parts List, Product and Ma terial Speci fications and Cr3 wings.
Together, they uniquely cefine the 5;ecific container design or TcJi#ication.

XN-NF 239, Rev. lA 6.0 CCCUMENT CONTROL The Responsibility and Accountability " atrix, Figure 1.2, defines the responsibility to prepare, concur, and approve, specific quality assurance related documents.
Documents shall be num.bered per Document Identification and Control System, XN-NF-SCO,001.
The organization assigned responsibility for preparing a document shall also be responsible for obtaining the required reviews and approval signatures, specifying the distribution, and initiating modification, as required.
Document control requirements shall be administered by the Supervisor-Document Centrol per established procedures and as A

!DENTIFICATICN & CONTROL OF MATERIALS, PARTS & COMPONENTS Procurement docunents shall provide the requirenents for identification and control of material and fabricated pro-ducts.
The specific identification and control system used by the supplier shall be cescribed in procedures that are re-vieved and approved by Exxon Nuclear as part of the suppliers' OA Program. The systen used must assure that identificaticn is maintained either en the item or on records t; aceable to the item throughout fabricaticn, and shipment.
Traceability requirements shall be consistent with applicable specifica-tions, codes and standards as referenced in the procurenant documents.
Those items requiring specific traceability data shall be so designated in the purchase documents.
As required by XN-NF-1A, Rev. 2, Exxon Nuclear maintains
.A identification and control of shipping containers being used including data on redification, repair, inspectio, and test.
