MEMORANDUM FOR:
A,. Schwencer, Chief, Operating Reactors Branch #1, 00R' FROM:
G. Lainas, Chief, Plant Systems Branch, DOR
[
SUBJECT:
SAFETY EVALUATION REPORT - INDIAN POINT NUCLEAR GENERATING
[
UNIT 3 - EVALUATION OF SAFETY INJECTION SYSTEM ACTUATION TECHNICAL SPECIFICATION CHANGE REQUEST (TACS 11669) i I
The Plant Systems Branch has reviewed the licensee's (Power Authority of I
the State of New York) submittal of April 26, 1979, in which the licensee i
requested amendment to Facility Operating License DPR-64 to incorporate changes
[
to the Technical Specifications (TS) for the Indian Point Unit 3.
The
[
proposed change is the result of a modification proposed in response to
[
the directions of IE Bulletin No.79-06A dated April 14, 1979.
L
[
The amendment proposed changes to the TS which relate to modifications to the Safety Injection (SI) actuation system
'gic.
The design change requested is that SI signal be developed by a two-of-6ree low pressurizer pressure input instead of a one-of-three 'ow press:rizer pressure input.
E Based on our review, we conci de hat the modifications to the SI actuation
[
system logic satisfy the requirements of IEEE 279-1971 and that the associated
[
TS are correct; and therefore, are acceptable.
